Citizen’s Alternative Budget

The annual launch of IEA – Kenya’s Citizen’s Alternative Budget was held on 30th April 2015 at Sarova Panafric Hotel in Nairobi. The dates coincided with the release of the annual executive budget estimates, which were tabled by the National Treasury to the National Assembly as legally required by the Public Finance Management Act 2012. The forum had a total of 43 participants drawn from the media, faith based organization, CSOs, members of the public, independent consultants, professional and researchers. The coalition partners present during the forum included HEAF, NTA and KAM and ICPAK.
Some of the issues discussed during the plenary session included;
- Citizen’s Alternative Budget should be replicated at the county levels and IEA help other CSOs in building their capacity on preparation of budget proposals for engagement with the county executive wing on budget making.
- The citizen’s Alternative budget proposals should contain strong policies on wage bill and recommendations on the reduction of the same. This would in turn help the government to manage its debt levels
- The IEA should conduct training on public participation both at the national and the local level of governance. This will help the CSO’s and local the communities better understand when they are supposed to engage with their both the national and the local level of governance.
- The IEA was tasked to explain the next steps after the launch of the publication and what exactly happens to raise the voices of the citizens in the country. IEA outlined that the next steps after the launch was systematically do an analysis of the executive budget expenditures and the revenue measures the government will put in place and find out to what extent the submission by IEA has being incorporated in the budget. The media were invited to the forum so that they can share the information in the publication to the common citizens and the publication upon launch was immediately uploaded in the website.
