Launch of Public Procurement in Kenya: Analysis of the Auditor General’s Reports

he report titled ‘Analysis of the Auditor General’s Reports’ was launched on 21st of March 2019 at the Sarova Stanley Hotel, Nairobi.
The study released by IEA Kenya with the support from Deepening Democracy Program which is a program under UKAid, analysed the expenditures for three Financial Years – 2013/14, 2014/15 and 2015/16 with focus on Four main Ministries- Ministry of Health, Education, Devolution and Agriculture which constitute about 38% of total Government allocations for the Financial Year2015/16.
In attendance was the Member of Parliament for Ugunja, Hon. Opiyo Wandayi, a reprsentative from the Auditor Generals Office, Mr. David Cherono who is the Director Of Citizen Accountability Audit, Ms. Jersusha Ouma who is the Governance Advisor at Deepening Democracy Program. Civil Society Organizations, Development Partners, The General Public and Members of the Fourth Estate were also represented.
Hon. Opiyo Wandayi, who is the Chairman of the Parliamentary Public Accounts Commitee, as a recommendation, suggested that Ministries should be allocated funds less what they have mismanaged in the next Financial Year as a deterrance measure.
IEAs Chief Executive Officer, Mr.Kwame Owino cited mischief in the lack of proper book keeping which is in accordance to the Public Procurement Laws and Regualtions and the Public Finance Mangement Act and as a deterance measure recommended that Government Accountants who fail to account for their Ministries expenditures should be deregistered from the Institute of Certified Public Accountants, Kenya (ICPAK)
