Time allowed for the debate on Supplementary Estimates in Kenya may not be sufficient for MPs to make any useful contribution but rather forces parliament to rubber stamp the revised estimates as presented by the Minister for Finance. However, this does not render the analysis of the 2001/2002 Supplementary Estimates irrelevant since certain changes effected during the Revised Budget 2001/2002 will have an implication on the future budgets.
