The framework for implementing Budget 2012/13 is unique as it will partly usher into transition devolved government system of governance and factor resources for general elections under this system of governance. Additionally, the government will increasingly be put to task on the extent to which its budget proposals are progressively setting aside resources towards meeting economic and social rights as espoused in the Bill of Rights chapter of the constitution. The entire budget process will be constitutionally required to take into account the principles of public finance including; openness and accountability, public participation and promotion of equity in taxation and expenditure.
