Economic and Administrative Implications of the Devolution Framework Established by the Constitution of KenyaAuthor(s) Albert K. Mwenda,Theme: General, The Constitution of Kenya was formally promulgated into law on 27th August 2010. The new constitution introduced major changes in the country’s governance framework. A key departure from the earlier system of governance is the shift from a highly centralised to a decentralised governance framework, comprising of two levels of government — the national government and 47 county governments. Previously, the Executive, through the President and the Cabinet, exercised significant political, administrative and fiscal power control over both the national and sub-national governments. This is expected to change with the establishment of the county governments. |

In addition, public finance utilization and management has been poor allegedly due to among other factors, high level of corruption; poor accountability; improper procurement and tendering; over-invoicing; wasteful expenditure; lack of discipline and proper work ethics in the public sector; and lack of openness in the budget process (CGD, 2001). |
